Healthier People:
Management of Change through Monitoring and Action

Healthier People project contributes to the reduction of premature mortality of preventable causes in
St Petersburg and in North-West Russia by supporting the institutional capacity building and networking of key stakeholders in the field of health and social protection.

Objectives

The specific objectives of the project are:

1) To measure the number of potential years of life lost (PYLL) in the pilot area;

2) To improve methods for the "management of change" locally and regionally;

3) To strengthen the understanding of the importance of "healthy choices" locally and regionally.

Activities

The actions support the institutional capacity building and networking of key stakeholders by practical interventions in order to prepare the stakeholders for participating in decision making and policy formulation in the field of health and social protection. Moreover, the activities promote local and regional governance, as well as improve links between citizens and local/regional authorities and other stakeholders (including media).

Activities are grouped in 4 work packages (WPs), which will be implemented during the project:

WP1: Setting up of the system for measuring PYLL (Potential Years of Lifelost) and analysis of the results

WP2: Formulation of a strategic intervention plan

WP3: Implementation of Action: Management of Change

WP4: Dissemination of PYLL practice

The project is co-financed by Delegation of the European Union to the Russian Federation, Non-State Actors and Local Authorities Programme for the Baltic Sea Region.
